Regional Hazardous Waste Management Plan for U.S. Military
EnSafe prepared the Comprehensive Hazardous Waste Management Plan for 18 military installations in the Hampton Roads area of Virginia that contain more than 200 hazardous waste storage locations, from satellite accumulation areas to permitted storage facilities.
EnSafe researched federal, state, and Navy requirements and determined their applicability to a wide variety of naval operations. Environmental Management System (EMS) concepts were incorporated into the plan through:
- Understanding and documenting the complex hazardous waste management structure,
- Identifying funding mechanisms for daily operations and special projects,
- Identifying training needs,
- Developing standard operating procedures,
- Developing document and record control procedures,
- Establishing a corrective action process for compliance deficiencies, and
- Ensuring senior leadership involvement in the hazardous waste program.
Collecting and documenting the EMS-related information led to a better understanding of the entire program. This understanding led to key recommendations to more efficiently manage hazardous waste and also helped to identify improvement programs to reduce the Navy's environmental liability.
